EndUser? will see milestones marked as complete when all tickets are Done
Currently milestones must be manually completed. We can leave this option in place but when all tickets are done (closed) then the milestone should be completed automatically.
In fact we may separate the two ideas of 'complete' and 'closed' This ticket should focus only on marking the milestone complete, but it will still be open (or not completed) by the current approach. This needs more thought, so for now we'll simply concern ourselves with showing that the milestone is complete without actually 'completing' or closing it.
